Dehradun, 31 Mar: Additional Chief Secretary Anand Bardhan officially took charge as the 19th Chief Secretary of Uttarakhand in the presence of outgoing Chief Secretary Radha Raturi, this evening. A 1992 batch IAS officer, Bardhan outlined his priorities immediately upon assuming the role, emphasising infrastructure development and livelihood as key focus areas. Radha Raturi retired as Chief Secretary this evening after a distinguished service with a clean image.
Expressing gratitude to Chief Minister Pushkar Singh Dhami, Bardhan acknowledged the trust placed in him and pledged to advance the CM’s programmes and government policies with dedication for the state’s development. He also mentioned livelihood initiatives, including connecting youth with employment opportunities, enhancing skill development programmes, promoting reverse migration, and supporting projects aimed at improving the livelihood of citizens as key focus areas.
Bardhan also underscored the pressing need for infrastructure development in Uttarakhand, noting the state government’s ongoing efforts in this regard. He identified increasing connectivity, advancing energy initiatives, and implementing schemes for drinking water availability as top priorities. Additionally, Bardhan also stressed the importance of addressing challenges arising from urban expansion, advocating for innovative solutions to manage these issues effectively. Water conservation programmes also featured prominently in his agenda.
The new Chief Secretary elaborated on the government’s approach to categorising projects into short-term, medium-term, and long-term objectives to ensure rapid progress. Addressing questions about the state’s economic conditions, Bardhan emphasised the need to identify new financial resources for the state and the government and the need to prioritise capital expenditure amidst rising costs. He assured that continuous efforts are being made to achieve these goals.
Responding to queries from media persons about the IAS Association’s letter concerning bureaucrats’ self-respect, Bardhan remarked that bureaucracy is an integral part of society and deserves respect. He emphasised that it is society’s collective responsibility to uphold this principle.
