145 complainants heard at Samadhan Diwas

Dehradun, 10 Aug: More than 145 complainants submitted their grievances before Garhwal Commissioner Anand Swaroop during the Samadhan Diwas held at the Collectorate auditorium here today. The Commissioner heard the complaints and directed the related departments to ensure prompt and effective action. Several grievances were also resolved on the spot.
Swaroop also reviewed complaints pending on the CM’s Helpline and the status of pending CM announcements. Expressing displeasure over complaints pending for more than 180 days, he directed the departments concerned to dispose of all such cases within a month. He also ordered that the complaints pending for more than 36 days be taken up on priority.
Taking note of the large number of elderly complainants attending the programme, the Commissioner directed officials to arrange free health check-ups for senior citizens at the Collectorate itself so that they could avail themselves of the facility while waiting for their complaints to be heard.
Several complaints related to damaged roads, protection walls, drainage, encroachment and disaster-related problems were also taken up. On a complaint by the president of Khat Koru Vikas Samiti regarding the non-commencement of long-pending sanctioned road works in Kalsi block, the officials were directed to start construction at the earliest.
The gram pradhan of Badassi Grant complained that rising water levels in the Song River had damaged a protection wall and that the river’s flow was moving towards the populated area. The DFO was directed to inspect the site and prepare a proposal for construction of a protection wall. On a complaint regarding encroachment on Gram Samaj land in Badassi Grant, the tehsildar was directed to conduct an inquiry and remove illegal encroachments.
PWD officials were directed to take immediate steps to permanently resolve the problem of rainwater entering houses in Bank Colony, Ajabpur Kalan. Former Kalsi block pramukh Mathor Singh Chauhan complained that a pedestrian bridge in Degda area of Salga gram panchayat had been damaged by heavy rainfall, following which the concerned officials were directed to submit an immediate assessment under the disaster relief head. In another case, a resident of Araghar complained of non-payment of ex-gratia assistance for repairing her house damaged by rain last year. The tehsildar was directed to inspect the site and submit a proposal as per SDRF norms.
The Commissioner ordered immediate action on a complaint by the residents of Danda Lakhaund Ward 60 that two seven-foot-high pillars and iron girders had been installed on the connecting road between Sahastradhara Road and Defence Colony Enclave, obstructing school buses, vans, ambulances and tractor-trolleys. The PWD executive engineer was directed to inspect the matter and take necessary action.
In Ward 41 of Haripur Kalan, residents complained that rainwater from buildings had been connected to the sewer line, causing sewer water to enter houses. The Nagar Nigam was directed to conduct an inspection across the city and take strict action against those responsible.
The Commissioner also issued directions in cases relating to alleged fraud, assault and compensation. IT Park resident Manmohan Saklani alleged that he had paid Rs 20 lakh under a written agreement for purchase of a house, but the owner was refusing to execute the registry and return the money. The SDM was directed to inquire into the matter and take action as per rules.
In another case, 68-year-old Prem Singh Bisht alleged that his son-in-law was assaulting and threatening him with the intention of taking possession of his house and evicting him. Considering the sensitivity of the matter, the Commissioner directed the SP City to take immediate necessary action.
On a complaint regarding compensation for the land and shops acquired for construction of the ISBT-Chandrabhaga bridge road in Rishikesh remaining pending since 2007, the OC DLRC was directed to submit a report. The PWD was also instructed to take necessary action on the long-pending demand for construction of a six-kilometre motor road from Kawakheda to Kandoi Bharam.
Education department officials were directed to submit an immediate proposal after a complaint that the boundary wall of the residential premises of Netaji Subhash Chandra Bose School in Kaulagarh had been damaged by heavy rainfall.
Swaroop also directed the officials to ensure that local-level problems were resolved at the appropriate level and did not unnecessarily reach the district headquarters. He also ordered strict legal action against illegal encroachments, unauthorised occupation of land and land mafia.
District Magistrate Dr Ashish Chauhan, Chief Development Officer Abhinav Shah, DFO Vaibhav Singh, ADM KK Mishra, ADM Smrita Parmar, SP Jagdish Pant, Joint Magistrate Rahul Anand, City Magistrate Rakesh Tiwari, SDM Sadar Apoorva Singh, SDM Aparna Dhandiyal and other district-level officers were among those present.
