DM conducts surprise inspection at Vikasnagar Sub-Registrar Office, finds major irregularities

Dehradun, 4 May: In a significant administrative action aimed at ensuring transparency and accountability in public offices, District Magistrate Savin Bansal conducted a surprise inspection at the Sub-Registrar Office in Vikasnagar today. During the inspection, a series of serious irregularities, including suspected illegal registrations and cases of stamp duty evasion were revealed. The district administration has initiated a detailed inquiry and, in this regard, a comprehensive report would be submitted to the state government.

During the inspection, a thorough examination of records and office procedures revealed multiple lapses in the functioning of the office. Of particular concern was the discovery of original deed registers relating to the years 2018, 2024 and 2025, which were found in a questionable condition within the office premises. Taking immediate cognisance, the DM ordered these records to be taken into custody and seized for further scrutiny. Preliminary findings also indicated instances where land classified as prohibited for sale had been registered, constituting a clear violation of prescribed legal provisions.

The DM further identified 47 cases linked to stamp duty evasion under Section 47-A, involving significant financial irregularities. The officials stated that due legal action would be initiated in accordance with the law against those found responsible. In addition to these findings, the inspection brought out deficiencies in maintaining transparency in office operations, negligence in record-keeping, and violations of procedural norms, suggesting deeper systemic issues in the functioning of the office.

Taking a stern view of the matter, the district administration has commenced a comprehensive investigation into all aspects of the irregularities detected. A detailed report is being prepared and will be forwarded to the government for appropriate action. The DM has issued clear directions that all the activities undertaken during the tenure of both present and former Sub-Registrars be examined thoroughly, with particular attention to any suspicious or unlawful transactions.

Bansal emphasised that strict departmental as well as legal action would be ensured against any officials or employees found guilty of misconduct or negligence. Reiterating the administration’s commitment to public interest, he stated that no form of corruption, irregularity or dereliction of duty would be tolerated under any circumstances. Ensuring a transparent and accountable administrative system, in line with the government’s intent, remains a top priority for the district administration.

The inspection was conducted in the presence of Sub-Divisional Magistrate (Headquarters) Apoorva Singh, District Government Counsel Nitin Vashishtha, Tehsildar Vikasnagar Vivek Rajouri, along with other concerned officials and staff.
