Dehradun, 20 Nov: Dehradun Police today arrested a foreign student studying in a private university in Clement Town for attempting to rape another foreign girl student. According to the Dehradun Police, the Clement Town Police Station had received a Zero FIR on 15/11/2024, through Delhi Police, in which a foreign student studying in an educational institution in Dehradun alleged that Moses, a foreign student studying in the same institution, had raped her or attempted to rape her. FIR No. 132/24, Section 64 (1) BNS vs Musa alias Moses Ladu James, a Sudanese student, was registered at Police Station, Clement Town.
According to the Police, in view of the seriousness of the incident, the Senior Superintendent of Police, Dehradun, had directed immediate legal action in the case. The police recorded the statement of the victim, who informed them that she had gone to a party organised in her friend’s rented flat in Mohabbewala on 29 October, where the accused attempted to rape her. The police inspected the flat along with the victim. Based on the evidence obtained during the investigation and the statements of the victim, the case of an attempt to rape the victim was confirmed. The police also learned that the victim had applied for 15 days leave from her hostel to attend a religious event in Chandigarh before the incident. After the incident, the victim went to Chandigarh to attend the event.
Taking further necessary action based on the statements of the victim and the evidence obtained, the accused, Moses Ladu James, aged 24 years, who is also a foreigner and resident of South Sudan, was arrested from Clement Town area, today by the Police. He was produced in Court and sent to judicial custody at District Jail Suddhowala on the orders of the court.
During the inspection of the spot, the police team found that the owner of the said flat had allowed the foreign friend of the victim to stay without informing the police. Legal action is also being initiated against the owner of the flat concerned under the Foreigners Act. This flat is stated to be located outside the campus of the university in Clement Town.
The Police team was led by SI Tanuja Sharma and also comprised Constables Ajay Kumar and Sompal Singh.
