Dehradun, 7 Jun: Chief Minister Pushkar Singh Dhami participated in the Uttarakhand Judges’ Association’s annual conference, “Judicium 2.0 – Inclusion, Access, and Strengthening”, at UPES, Bidhauli.
He stated that making the justice system more inclusive, accessible, transparent, and effective is at the core of good governance. He added that ensuring speedy and fair access to justice for every section of society is among the top priorities of the state government.
The Chief Minister stated that the conference’s theme focuses on crucial issues such as inclusivity, easy access to justice, and strengthening judicial institutions, which are also linked to the resolve to build a developed India. He emphasised that every section of society should receive equal opportunities and respect within the justice system, and that geographical or economic conditions should not hinder access to justice. Providing simple and accessible justice to people in remote areas is essential, especially in a mountainous state like Uttarakhand. He said that the essence of justice lies in its fairness and timeliness.

Unnecessary delays in justice impact public confidence, and therefore, continuous efforts should be made to make judicial processes more effective and timely.
The Chief Minister stated that the judiciary is a strong pillar of democracy, protecting citizens’ rights and strengthening a sense of trust and security in society. He said that the success of the rule of law depends on public confidence in the judiciary, and the Judges are successfully discharging this responsibility. The Chief Minister added that, under the leadership of Prime Minister Narendra Modi, many historic steps have been taken to modernise, transparent, and technology-enabled the country’s judicial system. New laws such as the Indian Judicial Code, the Indian Civil Protection Code, and the Indian Evidence Act, along with systems like e-courts, the National Judicial Data Grid, digital case management, and video conferencing, have made judicial processes more effective.
The Chief Minister emphasised that the State Government is also continuously working to strengthen the judicial infrastructure and implement systems such as digital courts, e-filing, and virtual hearings. Additionally, through Revenue Lok Adalats, cases pending for years are being resolved quickly and amicably.
The Chief Minister said that the state government is working to strengthen law and order and adopt a zero-tolerance policy towards crime. Referring to the anti-copying law, the anti-illegal conversion law, the anti-riot law, and actions being taken against corruption and illegal encroachment, he said that these efforts have further strengthened the rule of law in Uttarakhand.
The Chief Minister stated that the implementation of the Uniform Civil Code in the state is a historic step aimed at women empowerment and providing equal justice to all citizens, and is being discussed nationwide. He expressed confidence that the “Judicium 2.0” conference will play a significant role in making the justice system more inclusive, accessible, transparent, and effective, and will help realize the resolve to build a developed and better Uttarakhand.
On this occasion, the Chief Minister announced a sum of Rs 5 crore for the welfare fund of the Uttarakhand Judges’ Association and released the association’s souvenir.
Present on the occasion were Chief Justice of the Uttarakhand High Court, Justice Manoj Kumar Gupta, Justice Ravindra Maithani, Justice Rakesh Thapliyal, Justice Alok Mehra, Justice Subhash Upadhyay, Justice Siddharth Shah, Registrar General of the Uttarakhand High Court, Yogesh Kumar Gupta, judges from various courts, and dignitaries.
