Mussoorie, 2 Sep: The ‘Prantiya Rakshak Dal (PRD) Hit Sangathan, Uttarakhand’, has urged Chief Minister Pushkar Singh Dhami to issue a government order addressing two of its key demands. The organisation states that PRD personnel across the state are performing duties in various sectors—ranging from police, traffic, and security arrangements to the Char Dham Yatra, Kumbh Mela, elections, and emergency services—yet they do not receive regular, year-round employment. This situation has created a crisis for the personnel regarding the support of their families.
In a letter sent to the Chief Minister, the organisation’s State President, Kishan Singh Rawat, and State General Secretary, Bir Singh Rawat, demanded that PRD personnel be provided regular employment for 365 days a year. They also requested that, similar to Home Guards, PRD personnel be granted Dearness Allowance (DA) in addition to their basic pay.
The organisation noted that Chief Minister Pushkar Singh Dhami had announced a minimum of 300 days of employment for PRD personnel for the year 2021-22. Although correspondence regarding necessary action was exchanged at the government and directorate levels, the official government order has not been issued even after four to five years have passed since the announcement. The personnel state that the uncertainty of employment forces them to face financial hardships. Many have been serving the department for a long time, but their income suffers due to the lack of sufficient working days in a year. Directives to prepare a proposal were issued during the April 6 meeting.
According to the organisation, a meeting was held on April 6, 2026, chaired by Departmental Minister Rekha Arya and attended by the departmental secretary, officials, and representatives of the organisation. The meeting addressed the personnel’s two-point list of demands, and the concerned minister instructed officials to prepare a proposal regarding them. The association states that an assurance was given at the time that the proposal would soon be placed before the Cabinet. Despite this, the personnel are disappointed that no government order has been issued regarding these demands so far. The association has urged the Chief Minister to intervene in the matter and expedite the completion of the pending process.
The PRD association maintains that the state’s personnel work shoulder-to-shoulder with the government and administration across various situations. Their services are utilided for security arrangements, police station and outpost operations, traffic management, emergency situations like the COVID-19 pandemic, the Char Dham Yatra, the Kumbh Mela, and election duties. Additionally, PRD personnel perform various other roles in government offices, including those of attendants, computer operators, and drivers. The association argues that since their services are consistently utilised when needed, a permanent and dignified employment arrangement should be ensured for them.
