Dehradun, 30 Aug: A seminar on the new criminal laws was held at the Raj Bhavan, here, today. The seminar featured presentations on three new laws: the Indian Penal Code-2023, the Indian Civil Safety Code-2023, and the Indian Evidence Act-2023.
The presentations were given by legal advisor to the Governor, Amit Kumar Sirohi; Pro-Vice Chancellor of Uttarakhand University, Prof Rajesh Bahuguna; and Prosecuting Officer Javed Ahmed. The speakers discussed the necessity and impact of these new laws, the fundamental concepts and evolution of criminal laws, and the significant changes in criminal legislation.
During the seminar, Governor Lt General Gurmit Singh (Retd) stated that removing outdated and unnecessary laws that have persisted for long and implementing new criminal laws according to current conditions is a historic step. He noted that the new laws would strengthen the concept of justice and significantly aid police and courts in making the legal process simpler and more accessible.
The Governor emphasised that these three laws, rooted in Indian ethos, will bring substantial changes to the criminal justice system. He stated that the system will now be completely indigenous, operating according to laws created by India, for India, through the Indian Parliament. These laws reflect a commitment to eliminating the colonial mindset and will promote the use of advanced technologies to provide transparent and swift justice. The new laws, based on the principles of justice, equality, and fairness, also emphasise forensic science. They will enhance both the protection of citizens’ rights and the robustness of law and order. He stressed the importance of everyone being informed about these laws.
Present at the seminar were Secretary to the Governor, Ravinath Raman; Additional Secretary Swati S Bhadauria; Deputy Secretary GD Nautiyal; Financial Controller Dr Tripti Srivastava; along with Raj Bhavan officials and staff, police department employees, and law college students.
