Dehradun, 13 Aug: A meeting was convened through video conference under the chairmanship of Additional Director General of Police, Crime and Law & Order, AP Anshuman regarding procedures of registering cases under NDPS, as well as regarding implementation of the new criminal laws. This was a long seminar type meeting in which the ADG issued certain important instructions related to the registration of cases under NDPS, implementation of the three new Criminal Laws, as well as the security arrangements for Independence Day.
Addressing the meeting, Anshuman observed that on Independence Day-2024, there is a possibility of attempts to disturb the peace by terrorists, extremists, Maoists, fundamentalists and Pakistani intelligence agency, ISI, and its agents. These people may try to indulge in criminal acts to fulfil their nefarious objectives. He also observed that many criminal and undesirable elements may also try to disturb the peace and law and order situation by spreading rumours or by lending a communal colour to any small or big incident. Anshuman emphasised that keeping these possibilities in mind it would be necessary to be vigilant, keep a close watch on the activities of anti-social elements trying to disturb peace and communal harmony. He added that, along with this, vigilant monitoring and anti-sabotage checks should also be done under close supervision at district headquarters, police stations, police posts, police lines, battalion headquarters, armoury, railway lines, railway stations, major religious places, important bridges, bus stations, airports, hotels, dharamshalas, cinema halls, crowded places and important institutions, etc. Special vigilance and alert should be maintained on various types of rumours on social media and posts affecting anti-national and communal harmony, etc., and action should be taken to refute them immediately.
The meeting also discussed finer procedural points of the three new criminal laws. Detailed discussions were held on points like FIR, Zero FIR, e-FIR, audio video recording of crime scene and search/recovery, display of information of arrest, inspection of the spot by FSL team and investigation, etc. The ADG directed the officials to act in accordance with the provisions of the Indian Civil Security Code 2023 and to propagate the rights of citizens in this regard.
Anshuman also directed the senior officials to train personnel regarding the new laws and to provide them with necessary equipment for scientific/technical evidence collection.
An action plan was also discussed to curb availability and trade of drugs by identifying the places where deals usually occur, such as around educational institutions, schools and colleges, etc., under the Mission Drug Free Devbhoomi-2025.
Anshuman also issued instructions regarding appropriate legal action and recovery of missing persons, in cases related to missing minors, women and senior citizens. He directed the officials to ensure that FIRs are registered as per rules and quick appropriate legal action and recovery of the missing persons is initiated.
The seminar was also attended by IG, Police Headquarters, DIG, PM, DIG Crime and Law & Orde,r and DIG, Police Training, SSP STF, SP, Crime and Law and Order, and SP GRP, along with officers in charge of various responsibilities and all SSPs and SPs.
