The Rs 7,844.18 crore supplementary budget presented by Chief Minister Pushkar Singh Dhami at the Bhararisain (Gairsain) Assembly session strategically serves as the ruling BJP’s launching pad for the 2027 Legislative Assembly elections. As the final major fiscal presentation before the state goes to the polls, the budget intentionally blends hill-centric sentiment with aggressive populist outreach targeting critical voter segments.

It clearly woos the rural and agrarian voter base. To secure the dominant rural electorate, the Dhami government has allocated a massive Rs 1,100 crore under the Annapurti Scheme for procuring paddy and wheat directly from farmers. Recognising the political weight of local governance, the budget introduces a major fiscal policy shift, hiking the tax revenue share for local bodies from 10.5% to 12.5% with an outlay of Rs 721 crore. This systematically empowers grassroots panchayats and urban bodies ahead of the local and state polls.

There is also targeted social welfare and youth outreach. In the bid to retain the loyalty of the state’s significant military family constituency, the session highlighted the establishment of an Agniveer Employment Cell to ensure post-retirement jobs for local youth. For lower-income brackets and state employees, the budget provides immediate relief with Rs 100 crore dedicated to the Atal Ayushman Scheme and Rs 125 crore for the Golden Card healthcare scheme. Furthermore, populist fund injections were made to increase honorariums for Bhojan Matas and boost funds for destitute widows. Of course, cultural nationalism and regional pride were not to be ignored. By choosing Gairsain—the emotionally charged summer capital symbol of hill statehood aspirations—for two back-to-back legislative sessions within a year, the BJP aims to counter opposition narratives about neglecting the hill districts. The government directly backed this with a Rs122 crore allocation for the Gairsain Water Supply Dam Project and a scenic lake development project.

Simultaneously, the administration leaned heavily into cultural nationalism by reserving Rs 290 crore for the upcoming Divya Kumbh preparations, alongside funding for the Haridwar-Ganga Corridor and the sacred Nanda Raj Jat Yatra. This allows the party to consolidate its core spiritual and cultural vote bank in the plains while claiming the mantle of hill development. Through these targeted allocations, Dhami’s supplementary budget functions as a calculated blueprint to address local grievances and bolster the party’s electoral prospects across Uttarakhand.
