Ravindra Jugran slams bureaucratic apathy towards unaided colleges despite HC order

Dehradun, 9 Jul: Senior BJP leader Ravindra Jugran has expressed deep concern over the continued neglect of unaided degree colleges affiliated to Hemvati Nandan Bahuguna Garhwal Central University, despite a clear directive from the Uttarakhand High Court in this regard. Jugran, who is also the petitioner in the related writ petition, stated that the High Court’s Division Bench, headed by the Chief Justice, had on 16 November 2021 ruled that the responsibility for the maintenance of such unaided institutions rests with the Uttarakhand government.

Jugran alleges that notwithstanding the High Court’s judgment, officials of the department and directorate concerned, have failed to release salaries of many teachers serving in these colleges. He further alleged that promotion cases are being deliberately delayed without justification, and appointments on vacant teaching posts are being handled with complete indifference. This, he said, has led to severe financial and psychological hardship for both teaching and non-teaching staff, ultimately affecting the academic environment and students’ learning.

He warned that, if bureaucrats and officials of the department concerned do not discharge their duties as per established norms, he would be compelled to inform the High Court about their conduct. Jugran also reminded that even reputed institutions functioning since 1948 and 1958 have fallen victim to such administrative injustice.
